Consider a company preparing its application for a busier season. The team is working on measured capacity planning, and the important result is that capacity decisions follow documented measurements and explicit workload assumptions. This guide explains how to turn that outcome into a reviewed implementation, using a capacity decision record to connect the business task, the technical decisions and the evidence needed before release.
The scenario is illustrative. Its reference identifiers and review records are sample inputs for discussing the workflow. Use your own authorized records, constraints and responsibilities when applying the approach.
Start with the actual problem
The immediate risk is promising unlimited scalability from a particular technology choice. That failure can remain hidden behind a successful demonstration because a demonstration usually follows one clean sequence with one person and fresh data. A useful plan also explains what happens when information changes, a request is repeated, permission is missing or part of the task cannot finish.
Write the intended outcome in plain language before choosing the implementation. For this topic, the outcome is that capacity decisions follow documented measurements and explicit workload assumptions. Ask the responsible reviewer what evidence would make that statement believable. Identify the record, interaction or operational check needed to establish the behavior. Keep the evidence tied to the task people will actually perform, including its recovery and correction paths.
Define the workflow and its boundary
Use the capacity decision record to describe three boundaries: what the user is trying to accomplish, what the system is allowed to do, and what another person or system owns. These boundaries prevent a small change from quietly assuming authority over unrelated information. They also make scope discussions more concrete than a broad promise to make the application smarter or faster.
Describe the normal input, the expected result and at least one condition the workflow must handle differently. Keep the terms consistent between the interface, the implementation notes and the acceptance examples. A label that changes meaning between those places creates avoidable confusion during development and support. When a definition remains uncertain, give the question an owner rather than burying it inside an implementation assumption.
A worked example to review together
Imagine the team reviewing reference EX-144 for a company preparing its application for a busier season. The initial review packet contains the purpose, the four decisions below and the expected acceptance result. A second reviewer receives the same packet without the original author explaining it in person. This tests whether the work is understandable enough to be implemented and maintained by the team.
| Review field | Example value |
|---|---|
| Topic | measured capacity planning |
| Shared artifact | capacity decision record |
| Reference | EX-144 |
| Initial state | Prepared for review |
| Main risk | promising unlimited scalability from a particular technology choice |
| Acceptance evidence | capacity decisions follow documented measurements and explicit workload assumptions |
Start with a small representative example rather than all historical records or every possible feature. Repeat the review with a changed input and an exceptional condition. A useful difference should have an explained consequence; it should not be silently normalized into the same successful result. Record what the example establishes and which questions remain outside its scope.
Four implementation decisions
Decision 1: Describe the expected workflow mixture and growth assumptions
The concrete decision in this workflow is to describe the expected workflow mixture and growth assumptions. Apply it to a company preparing its application for a busier season, using the capacity decision record as the shared reference. The people implementing the change and the people accepting it should be able to describe the same result. An attractive screen or a successful isolated command is insufficient evidence when the underlying workflow still has an unresolved condition.
Performance work starts with a user-visible objective and a representative workload. Separate time spent waiting on the network, the application and the database. Choose measurements that describe the operation people actually perform, rather than an attractive isolated benchmark. A page can load its decorative assets quickly while its essential search or save action remains slow. Keep the measurement repeatable enough to compare a change and identify which part of the workflow improved.
For this example, record the decision next to EX-144 rather than leaving it in a private conversation. Include the reason, the responsible owner and the condition that would require revisiting it. That record connects this step to the guide’s acceptance target: capacity decisions follow documented measurements and explicit workload assumptions.
Decision 2: Measure the constraints of shared resources
The concrete decision in this workflow is to measure the constraints of shared resources. Apply it to a company preparing its application for a busier season, using the capacity decision record as the shared reference. The people implementing the change and the people accepting it should be able to describe the same result. An attractive screen or a successful isolated command is insufficient evidence when the underlying workflow still has an unresolved condition.
Capacity is bounded by the narrowest shared resource in the request path. Adding application processes also adds connection demand, background work and coordination overhead. Identify the limits of the database, external dependencies and persistent storage before changing the deployment topology. A useful scaling plan explains what each new instance can safely do and which resource remains shared. Protect important interactive tasks from unbounded exports or optional background processing.
For this example, record the decision next to EX-144 rather than leaving it in a private conversation. Include the reason, the responsible owner and the condition that would require revisiting it. That record connects this step to the guide’s acceptance target: capacity decisions follow documented measurements and explicit workload assumptions.
Decision 3: Identify a specific next scaling action and its cost boundary
The concrete decision in this workflow is to identify a specific next scaling action and its cost boundary. Apply it to a company preparing its application for a busier season, using the capacity decision record as the shared reference. The people implementing the change and the people accepting it should be able to describe the same result. An attractive screen or a successful isolated command is insufficient evidence when the underlying workflow still has an unresolved condition.
Caching and asynchronous work can reduce visible waiting, but both change how users understand freshness and completion. Document which values are authoritative, which may be stale and which outcomes are still pending. Give background tasks explicit ownership and recovery behavior. Prefer a bounded improvement that preserves the product’s meaning over a fast-looking interface that quietly returns old information or acknowledges work before it has been stored.
For this example, record the decision next to EX-144 rather than leaving it in a private conversation. Include the reason, the responsible owner and the condition that would require revisiting it. That record connects this step to the guide’s acceptance target: capacity decisions follow documented measurements and explicit workload assumptions.
Decision 4: Revisit the plan when measured usage differs from assumptions
The concrete decision in this workflow is to revisit the plan when measured usage differs from assumptions. Apply it to a company preparing its application for a busier season, using the capacity decision record as the shared reference. The people implementing the change and the people accepting it should be able to describe the same result. An attractive screen or a successful isolated command is insufficient evidence when the underlying workflow still has an unresolved condition.
Load verification should include meaningful failures. Measure behavior with realistic record counts, simultaneous users and unavailable dependencies. Distinguish a short traffic burst from sustained overload, and define how the application limits work before resources are exhausted. Record the point at which the workflow stops meeting its objective. The result should guide a specific engineering decision, not produce an unsupported promise that the application can handle any amount of traffic.
For this example, record the decision next to EX-144 rather than leaving it in a private conversation. Include the reason, the responsible owner and the condition that would require revisiting it. That record connects this step to the guide’s acceptance target: capacity decisions follow documented measurements and explicit workload assumptions.
Failure modes and recovery
The failure to investigate first is promising unlimited scalability from a particular technology choice. Reproduce it with safe sample information, then observe the actual interface and stored or documented outcome. Check whether the underlying result agrees with the message. A rejected operation should not leave an unexplained partial result, and an accepted operation should remain discoverable according to its workflow.
Describe the next safe action when the condition occurs. The correct action may be a bounded retry, a correction, a renewed permission check or an authorized manual review. It should follow the meaning of the operation rather than an automatic habit of trying everything again. Keep useful user input when possible and keep diagnostic information available to the responsible team without placing sensitive values into public error messages.
Verification before rollout
Use the acceptance target as a concrete check: capacity decisions follow documented measurements and explicit workload assumptions. Give that check an input, an expected observation and a reviewer. Run it on the packaged or deployed environment that will actually be used. Differences in configuration, access or data can change behavior even when the source code is identical.
| Verification case | Evidence to collect |
|---|---|
| Ordinary workflow | The intended outcome and its authoritative reference |
| Changed input | The reviewed consequence of the meaningful change |
| Missing access or required information | A useful rejection without an unrelated effect |
| Interrupted or repeated step | The documented recovery behavior and resulting state |
| Handover to another person | A reproducible result using the same review packet |
Keep the evidence small enough to understand. A concise example with clear observations is more useful than a large log file that nobody can interpret. If a check fails, explain the condition and decide whether the boundary, the implementation or the acceptance definition needs correction. Do not change the expected result merely to match an unexplained outcome.
Ownership after the first release
Assign an owner for the capacity decision record and another responsible role for operational follow-up where needed. The two roles may belong to the same person in a small team, but their responsibilities should still be distinguishable. The implementation owner can explain a design decision; the operational owner knows what to do when the released workflow does not meet its acceptance condition.
Document how the team will notice a failure, locate its reference and decide the next action. Preserve the reviewed examples so later changes can be compared against the original meaning. When new requirements arrive, update the boundary and the acceptance evidence together. A maintained workflow should be able to evolve without making previous decisions impossible to explain.
A practical decision checklist
Before calling this work complete, review these questions with the people responsible for it:
- Can everyone explain why measured capacity planning matters to this workflow?
- Does the capacity decision record identify a clear boundary and an accountable owner?
- Have the four decisions been reviewed against representative inputs?
- Is there an explicit response to promising unlimited scalability from a particular technology choice?
- Can another reviewer establish that capacity decisions follow documented measurements and explicit workload assumptions?
- Are the recovery and handover instructions consistent with the released behavior?
Use unanswered questions to guide the next small piece of work. A workflow that is easy to demonstrate may still contain unclear ownership or recovery behavior. Make those conditions visible before expanding the feature.
Continue with a bounded next step
Start by preparing the capacity decision record for one representative workflow. Review the decisions, demonstrate the expected outcome and retain the evidence. Expand when the first boundary is clear enough for the team to maintain.
